If you enjoyed a story in the fic post, please let the author know. When possible, list the pairing that you're responding to as the title of your comment.
The majority of people will probably only write Whoniverse characters (or, if they write stories featuring historical figures, they'll be ones who were actually on the show or in the audios/books/etc. at some point). It's been left open for people to write crossovers or RPF, though, so that writers who might not otherwise participate will feel free to join in.
Besides, with Doctor Who, you never know when an historical figure's going to actually appear on the show. *shrugs* For all we know, C.S. Forester will make an appearance at some point.
As for crossovers... the Tenth Doctor mentioned knowing Arthur Dent (whether or not it was tongue in cheek is up in the air). If you count "Dimensions in Time" as canon, then there's been an EastEnders crossover. The Tenth Doctor and Rose even have a cameo appearance in the Buffy the Vampire Slayer Season 8 comics! ;-)
